Political Programme of the Rassemblement pour l'indépendance nationale




Adopted by the members of the RIN during the annual general assembly held in Montreal on October 20 and 21, 1962. Published in Indépendance, volume 1, numéro 2, November 1962, p. 5-8


Cultural Domain

The sole official language of the State of Québec will be French.

In Free Québec, education will be free at all levels.

Professional orientation will be integrated as part of the whole system of education.

As part of its adult education programme, the State will have to ensure, by means of selection, the training of the technicians and specialists needed by the country.

The organization and functioning of public education must be directed by a ministry of national education.

The State will multiply throughout the country the arts centres, libraries, theatres and museums and help financially the institutions that will participate to its programme of cultural decentralization.

In Free Québec, the State will have to ensure citizens of the various confessions the schools they desire. In virtue of the same principle of respect of beliefs, non-confessional schools will also be created. To apply such a system, the State will have to determine the will of parents, by way of census or other means.

Free Québec will have cultural attachés in all the great countries of the world, particularly in French-language countries as well as international cultural organizations.

Free Québec will negotiate treaties favouring cultural exchanges between various countries, principally French-speaking ones.

In Free Québec, there will be no tax nor income tax on cultural activities, contrary to the present situation.

The State of Québec will establish a national network of radio and television broadcasting, and an organization, politically independent, responsible to watch over these networks and private stations. The national network of the State of Québec will collaborate to the international networks of radio and television broadcasting.

Economic Domain

The government of Québec will create a programme of economic planning founded on the interests of all elements of the population. All economic groups will be consulted as part of the planning process. They will participate through the intermediary of an Economic Orientation Council comprising representatives of the agricultural, commercial, industrial, labour and consumer classes, under the supervision of the government.

The plans proposed by the Economic Orientation Council and by the government's economic planning organizations will be submitted to the National Assembly for discussion and approval.

The government of Québec will establish an Institute of Industrial and Commercial Research. That institute will regularly inform Québec's business men and entrepreneurs of the works destined to improve the quality of the products, increase productivity and promote marketing. It will thus help the private industry to conceive products suited to domestic consumption and export.
