I dare to believe that your encyclopedic knowledge on biblical matters will be a pledge of wisdom and success in the management of your community's business. Congratulations and ''Mazal Tov''. I am also told that the presidency of the CJA Federation should return in approximately two years to another [[Wikipedia:Sephardi|Sephardi]], [[Sylvain Abitbol|Sylvain Abitbol]]. At the speed at which things progress, I fear that, in a few years, the only position left to the [[Wikipedia:Ashkenazim|Ashkenazim]] will be the presidency of the Sephardi community.

The ''[http://www.rabbinat.qc.ca/ Grand rabbin du Québec]'' arrives in paradise. He is welcomed by angels who lead him to his new residence, a beautiful apartment, two bedrooms, perfect sunlight and a renovated kitchen. By the window, he sees a little palace across the street, twenty rooms, ten bathrooms and nine living rooms. The rabbi asks: "Who is the wise man who lives in this superb residence?". The angel answers: "This residence is unoccupied. It is reserved for Bernard Landry, Premier of Quebec." The rabbi enters a terrible anger. "How is it that me, a rabbi, who devoted all his existence to the Torah, gets a small four and half, while him, this non-believer, gets such a beautiful residence? I want to speak to God." The rabbi expresses his complaints to God, shares his surprise and asks for an explanation. And the Almighty God answers him: "You, rabbi, when you spoke of the Torah in the synagogue, everyone was sleeping. But him, Bernard Landry, when he goes to synagogues to speak of sovereignty, everyone starts praying!"


Mister the Mayor of Montréal,
53 years ago, day for day, on May 14 1948, [[Wikipedia:David Ben-Gurion|David Ben-Gurion]] proclaimed the creation of the [[Wikipedia:Israel|State of Israel]]. The [[Wikipedia:Jew|Jewish people]], so rich in history and so poor in geography, was thus resurrected from its ashes to rise to the dignity of a people. The dream of a sovereign Jewish State finally became reality. How could one deny this right to a people who, although dispersed at the four corners of the Earth, everywhere contributed to the conquests of the mind, and the progress of all countries. [[Wikipedia:Leon Trotsky|Leon Trotski]], [[Wikipedia:Albert Einstein|Albert Einstein]], [[Wikipedia:Rosa Luxemburg|Rosa Luxemburg]], [[Wikipedia:Sigmund Freud|Sigmund Freud]], [[Wikipedia:Claude Lévi-Strauss|Claude Lévi-Strauss]], [[Wikipedia:Léon Blum|Leon Blum]], [[Wikipedia:Pierre Mendès-France|Pierre Mendès France]], and I forget many; the Jews have consolidated too many national destinies not to deserve the recognition of their ancestral rights. This State, the Jews owe it to their courage and their perseverance. Faithful to the message of the founding fathers, the Israelis built an exemplary democracy, pushing audacity as to accept within the [[Wikipedia:Knesset|Knesset]], the Israeli Parliament, political formations that are openly anti-[[Wikipedia:Zionism|Zionist]]. On m’indique également que la présidence de la Fédération CJA devrait revenir dans environ deux ans à un autre sépharade, Sylvain Abitbol. Au train où vont les choses, je crains que, d’ici quelques années, le seul poste disponible pour les ashkénazes soit la présidence de la communauté sépharade.
The ardour with which Israel rehabilitated and revived a [[Wikipedia:Hebrew language|language several millenia old]] also deserves all our admiration. As [[Wikipedia:Shimon Peres|Shimon Peres]] says with humour, Israel is today the only place in the world where children play in the language of the [[Wikipedia:Nevi'im|prophets]], the only country where the children teach their mother tongue to their parents. Land of the prophets, Israel has known how to become a land of promises and richness for all those who came to seek refuge in it. Black and White, patients and people in good health, of Russia, of India, or Ethiopia, Vietnamese "[[Wikipedia:Boat people|boat people]]" or [[Wikipedia:Muslim|Muslim]]s of [[Wikipedia:Bosnia (region)|Bosnia]]: all could discover the meaning of the word "solidarity" by stepping on the soil of this country.

Il est accueilli par des anges qui le conduisent à sa nouvelle demeure, un bel appartement, deux chambres à coucher, cuisine rénovée parfaitement ensoleillée. At the official invitation of the State of Israel, I had the privilege to carry out a mission in this country, a mission rich in teachings, but also a dense and intense mission in the field of emotions. Il y a 53 ans, jour pour jour, le 14 mai 1948, David Ben Gourion proclamait la création de l’État d’Israël. Le peuple juif, si riche en histoire et si pauvre en géographie, renaissait ainsi de ses cendres et s’élevait à la dignité de peuple libre. Le rêve d’un État juif souverain devenait enfin réalité. Comment a-t-on pu nier ce droit à un peuple qui, bien que dispersé aux quatre coins du monde, a partout contribué aux conquêtes de l’esprit, à l’avancement de son pays. Léon Trotski, Albert Einstein, Rosa Luxemburg, Sigmund Freud, Claude Lévi-Strauss, Léon Blum, Pierre Mendès France, et j’en passe; les Juifs ont consolidé trop de destins nationaux pour ne pas mériter la reconnaissance de leurs droits ancestraux. Cet État, les Juifs le doivent à leur courage et leur persévérance. Fidèles au message des pères fondateurs, les Israéliens ont bâti une démocratie exemplaire, poussant l’audace d’accepter au sein de la Knesset, le Parlement israélien, des formations politiques ouvertement antisionistes. Pourtant, en 53 ans d’existence, ce peuple, qui a toujours vécu en état d’urgence, a su préserver l’essentiel, la démocratie.
I admit to feel today the same feeling, this inexpressible feeling to translate but also to betray with my words this unsoundable suffering of the Jewish people, this experiment of absolute madness. Israel is on this matter the spokesperson or rather "silence-person" not to say the "absence-person" of 6 million victims whose dreams were brutally strangled and of which Israel bares the invaluable and holy burden of their memory.


L’ardeur avec laquelle Israël a réhabilité et revitalisé une langue vieille de plusieurs millénaires mérite également toute notre admiration. Comme l’affirme avec humour Shimon Peres, Israël est aujourd’hui le seul endroit au monde où les enfants jouent dans la langue des prophètes, le seul pays où les enfants enseignent à leurs parents leur langue maternelle. Terre des prophètes, Israël a su devenir une terre de promesses et de richesse pour tous ceux venus y trouver refuge. Noirs et Blancs, malades et bien-portants, de Russie, de l’Inde ou de l’Éthiopie, « boat people » vietnamiens ou musulmans de Bosnie: tous ont pu découvrir le sens du mot « solidarité » en foulant le sol de ce pays.
Plantation of cypress at the edge of Jerusalem... Although any comparison is perilous, force is to note that, between Quebec and Israel, analogies are legion. I will quote only some of them. The famous historian [[Wikipedia:Arnold Toynbee|Arnold Toynbee]] one day wrote: "After a nuclear catastrophe, two peoples will survive, the Chinese by their number, and the French Canadians by their obstinacy." Isn't this fierce will to cross centuries common to both our peoples? One finds, here and there, this indescribable need to become an actor and no longer be a spectator of one's own destiny.

Much like for Quebec, the cultural future of Israel, where more than 500 000 people have a command of Molière's language, remains tied to Europe, to its French and French-speaking component. The Czech novelist [[Wikipedia:Milan Kundera|Milan Kundera]], recipient of the [[w:Jerusalem Prize|Jerusalem Prize]], summarized this very special attachment in the first words of his short speech pronounced in French: "The Jews, even after being tragically disappointed by Europe, remained faithful to this European cosmopolitanism, and Israel, their dear recovered homeland, appears to my eyes as the true heart of Europe".


J’avoue éprouver aujourd’hui le même sentiment, ce sentiment indicible de traduire mais également de trahir par mes mots cette insondable souffrance du peuple juif, cette expérience de la folie absolue. Israël est à cet égard le porte-parole ou plutôt le porte-silence pour ne pas dire le porte-absence de 6 millions de victimes dont le rêve a été brutalement étranglé et dont Israël porte le précieux et saint fardeau de leur mémoire.
At the symbolic level, our flags have the same colour, and the [[Wikipedia:Fleur-de-lis|flower of lily]] was for a long time one of the most used Jewish symbols. This identification of the people of Israel to the lily flower is attested over a period of at least one millennium, that is to say up until the destruction of the [[Wikipedia:Second Temple|Second Temple]] (70 of our era). The lily appeared on the first coins struck under Jewish sovereignty, that is to say in 4th century BC, and was a symbol of the political autonomy of [[Wikipedia:Judea|Judaea]] in relation to the great empires. Je n’en citerai que quelques-unes. Le célèbre historien Arnold Toynbee avait un jour écrit: « Après une catastrophe nucléaire, deux peuples survivront, les Chinois par leur nombre, les Canadiens français par leur obstination. » Cette farouche volonté de traverser les siècles n’est-elle pas commune à nos deux peuples? On retrouve, ici et là, ce besoin indescriptible d’être acteur et non plus spectateur de son propre destin.
Dear friends, the friendship I feel for Israel authorizes me not to dissimulate my concerns. In the region, again, history stutters. Israelis and [[Wikipedia:Palestinian people|Palestinian]]s assist in impotence to the course of a topicality which escapes the influence of wisdom and that of their interests. However, these two peoples, so similarly beaten by history, must in spite of everything take the road of dialogue. These peace negotiations have made more blood than ink run. The Israelis obtained what they did not want, attacks, and the Palestinians did not obtain what they wanted, a State.


À l’instar du Québec, l’avenir culturel d’Israël, où plus de 500 000 personnes maîtrisent la langue de Molière, reste encore lié à l’Europe, sa composante française et francophone. Le romancier tchèque Milan Kundera, récipiendaire du prix de Jérusalem, avait résumé cet attachement très spécial dans les premiers mots de son allocution justement prononcée en français: « Les Juifs, même après avoir été tragiquement déçus par l’Europe, sont restés fidèles à ce cosmopolitisme européen, et Israël, leur petite patrie enfin retrouvée, surgit à mes yeux comme le véritable cœur de l’Europe. »
The Israelis, by their tenacity, have known how to preserve the existence of Israel. They must today defend the essence of it. The greatness of a country is not a function of its surface. The greatness of a people is not measured by its demography. I always believed that Zionism cannot be calculated in square kilometres. Rather I continue to believe in the formula of former Prime Minister [[Wikipedia:Yitzhak Rabin|Itzhak Rabin]]: "It is necessary to make war to war by never giving peace to the enemies of peace". Pessimism is neither a solution nor an ambition. This peace of the braves should not become a fool's bargain. I remain convinced that Israelis and Palestinians will be able to draw from their resources so that peace wins, a peace which will allow them to live side by side without one necessarily taking the place of the other.


Sur le plan symbolique, nos drapeaux ont la même couleur, et la fleur de lys a été pendant longtemps un des symboles juifs les plus utilisés. Cette identification du peuple d’Israël au lys est attestée sur une période d’un millénaire au moins, soit jusqu’à la destruction du second temple (70 de notre ère). Le lys est apparu dans les premières monnaies frappées sous souveraineté juive, soit au 4e siècle avant J.-C., et était un symbole de l’autonomie politique de la Judée par rapport aux grands empires. Aujourd’hui, la pièce israélienne de un shekel (40 cents) reprend d’ailleurs exactement ce motif. L’immigration a également profondément transformé le visage de nos deux sociétés, et les efforts de francisation du Québec trouvent un parallèle dans les oulpanims israéliens où l’hébreu est enseigné aux nouveaux venus. Autre exemple, avec des populations comparables sur le plan du nombre, un PNB à peu près équivalent, nos deux États se démarquent sur leur continent d’appartenance par l’importance accordée à l’économie du savoir.
''Mesdames et Messieurs'', faithful to the topic of my short speech, I wish to say a few words on the relations which unites the Jewish and non-Jewish Quebecers. I will do it without concealing either the need that I feel to say a word on my interrogations concerning your apprehensions vis-a-vis the ''projet de société'' (social project) put forward by my political formation. Between the compartmentalized solitudes of the [[Wikipedia:Canadian Mosaic|Canadian mosaic]] and the standardization of the [[Wikipedia:Melting pot|American melting pot]], the conditions are set today to initiate the construction of a model unique to us.


Chers amis, l’amitié que je porte à Israël m’autorise à ne point dissimuler mes inquiétudes. Dans la région, à nouveau, l’histoire bégaie. Israéliens et Palestiniens assistent impuissants au déroulement d’une actualité qui échappe à l’emprise de la sagesse et de leurs intérêts. Or, ces deux peuples, si pareillement battus par l’histoire, doivent malgré tout emprunter la voie du dialogue. Ces négociations de paix ont fait couler plus de sang que d’encre. Les Israéliens ont obtenu ce qu’ils ne voulaient pas, des attentats, et les Palestiniens n’ont pas eu ce qu’ils voulaient, un État.
At the institutional level, in the sector of health, the [[Wikipedia:Sir Mortimer B. Davis Jewish General Hospital|Jewish General Hospital]], in addition to its fully-deserved reputation of excellence, is today the admiral ship of the bringing closer of Jewish and non-Jewish Quebecers. 40% of doctors and 60% of patients are non-Jews. The hospital is undoubtedly the most conclusive example of the contribution of the community to the wellbeing of the whole community. This institution incarnates, in this century which begins, the values of reception, sharing and solidarity which animate your community. The new Jewish community campus also translates your deep desire to inscribe the Quebec Jewish community in perenniality. It symbolizes for the whole of Quebecers a commonplace of exchange and sharing with all the Jews of Quebec, a land rightly perceived by your ancestors as a space of liberty and conviviality. The conclusions of the 2000 Report on anti-semitic incidents of the B'nai B'rith's Human Rights League confirm this perception: "The worst forms of racism known in Canada are ascribable to [[Wikipedia:Neo-Nazism|Neo-Nazi]] groups, to those who speak of white supremacy or to the revisionists from outside the province. The majority of the heinous groups present in Quebec are not French-speaking."


Les Israéliens, par leur ténacité, ont su préserver l’existence d’Israël. Ils se doivent aujourd’hui d’en défendre l’essence. La grandeur d’un pays n’est pas fonction de sa superficie. La grandeur d’un peuple ne se mesure pas par sa démographie. J’ai toujours cru que le sionisme ne pouvait se calculer en kilomètres carrés. Je continue plutôt à croire à la formule de feu l’ancien premier ministre Itzhak Rabin : « Il faut faire la guerre à la guerre sans jamais laisser en paix les ennemis de la paix. » Le pessimisme n’est ni une solution ni une ambition. Cette paix des braves ne doit pas devenir un marché de dupes. Je reste convaincu que Israéliens et Palestiniens sauront puiser dans leurs ultimes ressources pour que la paix l’emporte, une paix qui leur permettra de vivre côte à côte sans que l’un prenne nécessairement la place de l’autre.
Let us underline in the passing that it is in Quebec that one finds the greatest number of Jewish schools subsidized by the State. On a more personal level, we can also talk about the role of the Jewish entrepreneurs in the economic development of Quebec, ([[Wikipedia:Steinberg's|Steinberg]] and the agroalimentary industry).


Mesdames et Messieurs, fidèle au thème de mon allocution, je souhaiterai dire quelques mots sur les relations qui unissent les Québécois juifs et non juifs. Je le ferai sans me dérober non plus au besoin que j’éprouve de dire un mot sur mes interrogations concernant vos appréhensions face au projet de société mis de l’avant par ma formation politique. Entre les solitudes compartimentées de la mosaïque canadienne et l’uniformisation du melting pot américain, les conditions sont aujourd’hui réunies pour activer la construction d’un modèle qui nous soit propre.
[[Jacob Isaac Segal]], [[Wikipedia:Leonard Cohen|Léonard Cohen]] and [[Wikipedia:Naïm Kattan|Naïm Kattan]], in prose or verse, sang the beauties of the metropolis. Did we not hear, at [[Wikipedia:Saidye Rosner Bronfman|Saidye Bronfman]]'s [http://www.saidyebronfman.org/ theatre], ''Les Belles-soeurs'' (The Sisters-in-Law) of [[Wikipedia:Michel Tremblay|Michel Tremblay]] speaking [[Wikipedia:Yiddish language|Yiddish]] and [[Wikipedia:Judeo-Arabic languages|Judeo-Arabic]]? And what to say of [[Pierre Anctil]], cantor of the dialogue of cultures, who speaks Yiddish as easily as French. [[Pierre Lasry]], during an interview granted to [[Élias Levy]], was right to affirm: "All Quebecers have [[Wikipedia:Marrano|Marrano]] origins. Mathematically, we can prove it. My book demystifies the chimerical idea of the tightly-knitted Jew and tightly-knitted [[Wikipedia:Goy|Goy]]. A tightly-knitted Quebecer, that does not exist!" This dialogue bears fruits, and a multitude of organizations contribute to building bridges. Remarkable achievements were accomplished and let us hope for the conquest of new summits. And yet...


Sur le plan institutionnel, dans le secteur de la santé, l’Hôpital général juif, en plus de sa réputation d’excellence tout à fait justifiée, est aujourd’hui le porte-avions amiral du rapprochement entre Québécois juifs et non juifs. 40 % des médecins et 60 % des patients sont non juifs. L’Hôpital est sans doute l’exemple le plus concluant de la contribution de la communauté au bien-être de l’ensemble de la collectivité. Cette institution incarne, en ce siècle qui débute, les valeurs d’accueil, de partage et de solidarité qui animent votre communauté. Le nouveau campus communautaire juif traduit également votre profond désir d’inscrire la communauté juive québécoise dans la pérennité. Il symbolise pour l’ensemble des Québécois un lieu commun d’échange et de partage avec tous les Juifs du Québec, une terre perçue à juste titre par vos ancêtres comme un espace de liberté et de convivialité. Les conclusions du Rapport des incidents antisémites 2000 de la Ligue des droits de la personne du B’nai Brith confirment cette perception: « Les formes les moins reluisantes de racisme qu’a connu le Canada sont imputables aux néo-nazis, aux tenants de la suprématie blanche ou aux révisionnistes de l’extérieur de la province. La plupart des groupes haineux présents au Québec ne sont pas francophones. »
At the political level, we all feel a certain crispation within the Jewish community. This community is not monolithic. It is naturally and fortunately rich of its diversity. One finds in it orthodox and not-practising, rich and the poor, young and old, [[francophone]]s, [[anglophone]]s and [[allophone]]s. How then can we explain this quasi-unanimous behaviour of the community at the political level? Sovereignty, you will say to me. It is to forget that 20% of pequists are not sovereignists and that 10% of liberals are sovereignists. The [[Wikipedia:Parti Québécois|Parti Québécois]] does not hold the monopoly of Sovereignty.


Soulignons au passage que c’est au Québec que l’on retrouve le plus grand nombre d’écoles juives subventionnées par l’État. Sur un plan plus personnel, nous pouvons également nous étendre sur le rôle des entrepreneurs juifs dans le développement économique du Québec (Steinberg et l’industrie agroalimentaire).
In France, in Great Britain, in the United States, the Jews vote mainly for the Socialists, the members of the Labour Party or the Democrats. Why is a social-democrat formation like the Parti Québécois unable to reach the 20% of the Jewish community who lives below the poverty line? This question and well as others remain unanswered today.

N’a-t-on pas entendu, au théâtre Saidye Bronfman, Les Belles-Soeurs de Michel Tremblay s’exprimer en yiddish et en judéo-arabe. Et que dire de Pierre Anctil, chantre du dialogue des cultures, qui parle le yiddish avec autant d’aisance que le français. Pierre Lasry, dans une entrevue accordée à Élias Levy, a raison d’affirmer: « Tous les Québécois ont des origines marranes. Mathématiquement, on peut le prouver. Mon livre démystifie l’idée chimérique du Juif tricoté serré et du Goy tricoté serré. Le Québécois tricoté serré, ça n’existe pas! » Ce dialogue porte des fruits, et une multitude d’organismes contribuent à bâtir des ponts. Des réalisations remarquables ont été accomplies et laissent espérer l’atteinte de nouveaux sommets. Et pourtant...
Dear friends, is it needed to specify that this questioning does not deteriorate in any way my determination to be at your side to ensure the perenniality, in Quebec territory, of your marvellous community. This wish, I also address it to the State of Israel in hoping, just like you, that the sun of peace finally radiates on all the region.


Sur le plan politique, nous ressentons tous une certaine crispation au sein de la communauté juive. Cette communauté n’est pas monolithique. Elle est naturellement et heureusement riche de sa diversité. On y trouve des orthodoxes et des non-pratiquants, des riches et des pauvres, des jeunes et des vieux, des francophones, des anglophones et des allophones. Comment alors traduire ce comportement quasi unanime de la communauté sur le plan politique? La souveraineté, me direz-vous. C’est oublier que 20 % des péquistes sont non souverainistes et que 10 % des libéraux sont souverainistes. La souveraineté n’est pas le monopole du Parti Québécois.

En France, en Grande-Bretagne, aux États-Unis, les Juifs votent majoritairement pour les socialistes, les travaillistes ou les démocrates. This is an unofficial translation of a speech delivered on May 14 2001 by Bernard Landry at the occasion of a luncheon meeting with the Jewish community of Québec at the Gelber Conference Centre. Read the original here.

Mister Joseph Gabay, new president of the Canadian Jewish Congress, Québec section, allow me to underline and greet your election. I dare to believe that your encyclopedic knowledge on biblical matters will be a pledge of wisdom and success in the management of your community's business. Congratulations and Mazal Tov. I am also told that the presidency of the CJA Federation should return in approximately two years to another Sephardi, Sylvain Abitbol. At the speed at which things progress, I fear that, in a few years, the only position left to the Ashkenazim will be the presidency of the Sephardi community.

The Grand rabbin du Québec arrives in paradise. He is welcomed by angels who lead him to his new residence, a beautiful apartment, two bedrooms, perfect sunlight and a renovated kitchen. By the window, he sees a little palace across the street, twenty rooms, ten bathrooms and nine living rooms. The rabbi asks: "Who is the wise man who lives in this superb residence?". The angel answers: "This residence is unoccupied. It is reserved for Bernard Landry, Premier of Quebec." The rabbi enters a terrible anger. "How is it that me, a rabbi, who devoted all his existence to the Torah, gets a small four and half, while him, this non-believer, gets such a beautiful residence? I want to speak to God." The rabbi expresses his complaints to God, shares his surprise and asks for an explanation. And the Almighty God answers him: "You, rabbi, when you spoke of the Torah in the synagogue, everyone was sleeping. But him, Bernard Landry, when he goes to synagogues to speak of sovereignty, everyone starts praying!"

53 years ago, day for day, on May 14 1948, David Ben-Gurion proclaimed the creation of the State of Israel. The Jewish people, so rich in history and so poor in geography, was thus resurrected from its ashes to rise to the dignity of a people. The dream of a sovereign Jewish State finally became reality. How could one deny this right to a people who, although dispersed at the four corners of the Earth, everywhere contributed to the conquests of the mind, and the progress of all countries. Leon Trotski, Albert Einstein, Rosa Luxemburg, Sigmund Freud, Claude Lévi-Strauss, Leon Blum, Pierre Mendès France, and I forget many; the Jews have consolidated too many national destinies not to deserve the recognition of their ancestral rights. This State, the Jews owe it to their courage and their perseverance. Faithful to the message of the founding fathers, the Israelis built an exemplary democracy, pushing audacity as to accept within the Knesset, the Israeli Parliament, political formations that are openly anti-Zionist. However, in 53 years of existence, this people, who always lived in a state of emergency, has known how to preserve its essence, democracy.

The ardour with which Israel rehabilitated and revived a language several millenia old also deserves all our admiration. As Shimon Peres says with humour, Israel is today the only place in the world where children play in the language of the prophets, the only country where the children teach their mother tongue to their parents. Land of the prophets, Israel has known how to become a land of promises and richness for all those who came to seek refuge in it. Black and White, patients and people in good health, of Russia, of India, or Ethiopia, Vietnamese "boat people" or Muslims of Bosnia: all could discover the meaning of the word "solidarity" by stepping on the soil of this country.

At the official invitation of the State of Israel, I had the privilege to carry out a mission in this country, a mission rich in teachings, but also a dense and intense mission in the field of emotions. No word will be able to translate the emotion felt at the time of the visit of Yad Vashem and the memorial devoted to the martyr of 1.5 million children. Speaking of the condition of survivors, the great thinker and poet Aaron Zeitlin address somewhere all those who left him, his dead father, his dead brother, his dead friends: "You abandoned me, he says to them, you are together without me. As for me, I am alone here and I make words".

I admit to feel today the same feeling, this inexpressible feeling to translate but also to betray with my words this unsoundable suffering of the Jewish people, this experiment of absolute madness. Israel is on this matter the spokesperson or rather "silence-person" not to say the "absence-person" of 6 million victims whose dreams were brutally strangled and of which Israel bares the invaluable and holy burden of their memory.

Plantation of cypress at the edge of Jerusalem... Although any comparison is perilous, force is to note that, between Quebec and Israel, analogies are legion. I will quote only some of them. The famous historian Arnold Toynbee one day wrote: "After a nuclear catastrophe, two peoples will survive, the Chinese by their number, and the French Canadians by their obstinacy." Isn't this fierce will to cross centuries common to both our peoples? One finds, here and there, this indescribable need to become an actor and no longer be a spectator of one's own destiny.

Much like for Quebec, the cultural future of Israel, where more than 500 000 people have a command of Molière's language, remains tied to Europe, to its French and French-speaking component. The Czech novelist Milan Kundera, recipient of the Jerusalem Prize, summarized this very special attachment in the first words of his short speech pronounced in French: "The Jews, even after being tragically disappointed by Europe, remained faithful to this European cosmopolitanism, and Israel, their dear recovered homeland, appears to my eyes as the true heart of Europe".

At the symbolic level, our flags have the same colour, and the flower of lily was for a long time one of the most used Jewish symbols. This identification of the people of Israel to the lily flower is attested over a period of at least one millennium, that is to say up until the destruction of the Second Temple (70 of our era). The lily appeared on the first coins struck under Jewish sovereignty, that is to say in 4th century BC, and was a symbol of the political autonomy of Judaea in relation to the great empires. Today, the one shekel Israeli coin (40 cents) shows exactly this symbol. Immigration also deeply transformed the face of our two societies, and the francization efforts of Quebec can be compared to the Israeli ulpanims where Hebrew is taught to newcomers. Another example, with comparable populations numerically speaking, a somewhat equivalent GNP, our two States differentiate themselves on their continent by the importance they give the knowledge economy.

Dear friends, the friendship I feel for Israel authorizes me not to dissimulate my concerns. In the region, again, history stutters. Israelis and Palestinians assist in impotence to the course of a topicality which escapes the influence of wisdom and that of their interests. However, these two peoples, so similarly beaten by history, must in spite of everything take the road of dialogue. These peace negotiations have made more blood than ink run. The Israelis obtained what they did not want, attacks, and the Palestinians did not obtain what they wanted, a State.

The Israelis, by their tenacity, have known how to preserve the existence of Israel. They must today defend the essence of it. The greatness of a country is not a function of its surface. The greatness of a people is not measured by its demography. I always believed that Zionism cannot be calculated in square kilometres. Rather I continue to believe in the formula of former Prime Minister Itzhak Rabin: "It is necessary to make war to war by never giving peace to the enemies of peace". Pessimism is neither a solution nor an ambition. This peace of the braves should not become a fool's bargain. I remain convinced that Israelis and Palestinians will be able to draw from their resources so that peace wins, a peace which will allow them to live side by side without one necessarily taking the place of the other.

Mesdames et Messieurs, faithful to the topic of my short speech, I wish to say a few words on the relations which unites the Jewish and non-Jewish Quebecers. I will do it without concealing either the need that I feel to say a word on my interrogations concerning your apprehensions vis-a-vis the projet de société (social project) put forward by my political formation. Between the compartmentalized solitudes of the Canadian mosaic and the standardization of the American melting pot, the conditions are set today to initiate the construction of a model unique to us.

At the institutional level, in the sector of health, the Jewish General Hospital, in addition to its fully-deserved reputation of excellence, is today the admiral ship of the bringing closer of Jewish and non-Jewish Quebecers. 40% of doctors and 60% of patients are non-Jews. The hospital is undoubtedly the most conclusive example of the contribution of the community to the wellbeing of the whole community. This institution incarnates, in this century which begins, the values of reception, sharing and solidarity which animate your community. The new Jewish community campus also translates your deep desire to inscribe the Quebec Jewish community in perenniality. It symbolizes for the whole of Quebecers a commonplace of exchange and sharing with all the Jews of Quebec, a land rightly perceived by your ancestors as a space of liberty and conviviality. The conclusions of the 2000 Report on anti-semitic incidents of the B'nai B'rith's Human Rights League confirm this perception: "The worst forms of racism known in Canada are ascribable to Neo-Nazi groups, to those who speak of white supremacy or to the revisionists from outside the province. The majority of the heinous groups present in Quebec are not French-speaking."

Let us underline in the passing that it is in Quebec that one finds the greatest number of Jewish schools subsidized by the State. On a more personal level, we can also talk about the role of the Jewish entrepreneurs in the economic development of Quebec, (Steinberg and the agroalimentary industry).

Did we not hear, at Saidye Bronfman's theatre, Les Belles-soeurs (The Sisters-in-Law) of Michel Tremblay speaking Yiddish and Judeo-Arabic? And what to say of Pierre Anctil, cantor of the dialogue of cultures, who speaks Yiddish as easily as French. Pierre Lasry, during an interview granted to Élias Levy, was right to affirm: "All Quebecers have Marrano origins. Mathematically, we can prove it. My book demystifies the chimerical idea of the tightly-knitted Jew and tightly-knitted Goy. A tightly-knitted Quebecer, that does not exist!" This dialogue bears fruits, and a multitude of organizations contribute to building bridges. Remarkable achievements were accomplished and let us hope for the conquest of new summits. And yet...

At the political level, we all feel a certain crispation within the Jewish community. This community is not monolithic. It is naturally and fortunately rich of its diversity. One finds in it orthodox and not-practising, rich and the poor, young and old, francophones, anglophones and allophones. How then can we explain this quasi-unanimous behaviour of the community at the political level? Sovereignty, you will say to me. It is to forget that 20% of pequists are not sovereignists and that 10% of liberals are sovereignists. The Parti Québécois does not hold the monopoly of Sovereignty.
