Yves Michaud is a citizen who was publicly defamed and labelled an Anti-Semite by adversaries of the Quebec nationalist movement. The controversy in which he was involved ultimately lead to the resignation of [[Wikipedia:Parti Québécois|Parti Québécois]] Premier of Québec [[Wikipedia:Lucien Bouchard|Lucien Bouchard]] in 1996.

Year two thousand (2000), this thirteenth (13e) day of the month of December:

MISTER THE PRESIDENT:

It is my pleasure to invite monsieur Yves Michaud, whose past and future titles I will not enumerate, but who could move forward to share with us a certain number of his preoccupations.

Mr. YVES MICHAUD:

I spent a lot of time to be brief, considering the time which is assigned to me to address your august magistery, since you will have to decide upon the future of the French language in Quebec during the next months and to advise and submit a report to the Quebec government on the situation of the French language.

I must say to you that Thirty One (31) years ago exactly, in November Nineteen Sixty-Nine (1969), one has beaten my ears again and again, then, so much and even more on the virtues of incentives, wait-and-see policies, kindness, appeasement, persuasion and all other procrastination of the same flavour, at a time when I was the first member of parliament to resigned from his party, the Liberal Party of Quebec at the time, to fight the infamous Bill 63, rascal, assimilative bill, which aimed to bilingualize Quebec.

I heard, I read some of the testimonys which were made before you. The old story starts over again. That is, this kind of speech inspired by the colonial, federalistic and assimilative vulgate which almost reproaches us to exist and makes us feel guilty to be what we are. It infallibly invites us to push back to uncertain and always increasingly remote tomorrows the emergency measures which must be taken today.

The assimilators are delighted to see us falling into the trap of softness and indifference. For them, the future lasts for a long time. Since [[Wikipedia:John Lambton, 1st Earl of Durham|Lord Durham]], it has been two (2) centuries that they try to assimilate us, and they continue. History is repeating itself, and it stutters.

To the apprehensive and timorous ones who unceasingly show us that old film, and you heard it several times, about incentives and who rewind the worn-out cassette of a begging and plaintive one-way tolerance, we must recall that the Anglo-Québécois minority, representing eight percent (8%) of the population of Quebec, still today assimilates more than half of Quebec's immigrants.

It is for that reason that I am anxious, not to say distressed, of the future of our language, before the difficult and almost ineffective integration of the majority of immigrants in Quebec, which explain, as you perhaps undoubtedly know it for some among you, my unfruitful rises to the barricades of the [[Wikipedia:Parti Québécois|Parti Québécois]] to [invite them to] return to [[Wikipedia:Charter of the French Language|Bill 101]], weakened, frayed, weakened, clochardized by [[Wikipedia:Legal dispute over Quebec's language policy|rulings]] of the [[Wikipedia:Supreme Court of Canada|Supreme Court of Canada]] and perhaps also, which is more afflicting even, by our own will... the absence of our own collective will to keep intact the heritage of [[Wikipedia:René Lévesque|René Lévesque]] and [[Wikipedia:Camille Laurin|Camille Laurin]].

It is necessary to return to the spirit of Bill 101, yes, without fear and by being indifferent to the reproaches of groups, individuals, coteries, coalitions, federalizing parties which will do all they can so we are not Masters in our own house.

Our situation as a minority, neighbour to the greatest assimilative economic and cultural power in the world, commands courage, determination and firmness. It is [[Wikipedia:Henri Lacordaire|Lacordaire]] who said, and this was quoted recently during [[Wikipedia:Bernard Pivot|Pivot]]'s talk show by [[Wikipedia:Claude Hagège|Hagège]]: "Between the strong and the weak, it is freedom which oppresses and law which frees." In our case, the freedom to choose the language of teaching.

So, I am very proud, when it comes to the question of preserving the essence of what we are, that is the essential referent of our nation, to align myself with those people whom political columnists call the "pur et dur" (pure and hard), by opposition undoubtedly to the impure and soft, the weak-willed, chilly, pusillanimous, the majority living in greenhouses in a milieu relatively protected from the invasion of English and not in a position to concretely measure the life of Montrealers, who, in their case, see in the metropolis, the second French language city in the world, the forfeiture of their own language.

And I tell myself that a people does not have the right to commit [[Wikipedia:hara-kiri|hara-kiri]]. The action must be prompt, firm and vigilant. To enjoy an illusory peace, not to open - one always hears that - the can of worms of the debates on language, as they say, which alleviating them, prepare us a linguistic Munich. To have peace, they sacrifice honour. And they will undergo both defeat and dishonour.

One of them recently declared in [[Wikipedia:Chicoutimi|Chicoutimi]], one of the most brilliant intellectuals among the present generation of Quebecers, he declared in the same breath that Neo-Quebecers are the key to the development of the French language, but that before taking radical measures, he said, wrote it, it is still necessary to give for some time a chance to the hope of a linguistic balance, even if it means to have to re-evaluate our situation in a few years.

Then so it is, he wrote to give a chance to the hope of balance. It is therefore sure that to him it has been proven in his mind that there is an imbalance, since he wants to give a chance to balance. In short, the cancer progresses, according to him, sometimes enters in remission, but one will intervene only in a few years, whereat in its final phase. It is not an amusing prospect.

Wait-and-see advocates, and there will many, hey, there will be, there were many of them and there will be much more of them who will come in front of you, who are the unconscious accomplices of the putting the brakes on the integration of immigrants.

Admittedly, some Neo-Quebecers, whose number is alas insufficient, chose Quebec first and enrich in a brilliant and exemplary manner the homeland which they adopted. In their contribution to the common patrimony, they sometimes, even often, put more generosity and more energy and enthusiasm than many of our fellow-citizens said to be "of stock", but of uprooted stock, indifferent or foreign to the becoming of their own fatherland.

The canon Groulx said and invited us, and I quote him, "to have, like the Jews, their rough will to survive, their invincible spirit of solidarity, their imperishable moral armour". And the historian gave the example of the Jewish people as a model to be followed so that Quebecers affirm their own national identity and assume, and assume fully, the heritage of their history, adding that anti-semitism was "an anti-Christian attitude and that the Christians are, in a sense, spiritually Semites". End of the quotation.

This canon Groulx, who is one of the intellectual guides of two (2) generations of Quebecers and whose name some wanted to see removed from the [[Wikipedia:Lionel-Groulx (Montreal Metro)|Lionel-Groulx station]] a few years ago, to undoubtedly replace it by the [[Wikipedia:Mordecai Richler|Mordecai Richler]] station, the [[Wikipedia:René Lévesque Boulevard|René Lévesque Boulevard]] by, undoubtedly, the [[Wikipedia:Ariel Sharon|Ariel Sharon]] boulevard, the Jacques-Cartier Place by the [[Wikipedia:Howard Galganov|Galganov]] Place, and so on. It is a little satirical, it is  a little bit in joke that I say that, but I think that some others are exaggerating and who push a little too far.

If one followed the example given by canon Groulx, if my fellow-citizens followed the example of given by canon Groulx, we would not need to draw the deplorable report that only fifty-seven percent (57%) of young Quebec immigrants, in spite of the teaching which they received in French during primary and secondary school, are registered in English language universities after having exerted their famous "free choice", between quotation marks, to attend an English language [[Wikipedia:cegep|cégep]]. Here is something which is utterly aberrant.

Besides, and you will need to question yourself on this, in virtue of which perversion of the words, which pedagogical drift and doubtful assimilative modernity did our colleges of general and professional education no longer form a part of the secondary level of our national schooling?

I am of a generation when there was primary education, and then the secondary one ending with the [[Wikipedia:Baccalauréat|bac]], and after that, one entered university. So, there are some who claims that the colleges of general and professional education are ''mutatis mutandis'' something academic. This is false.

It is necessary to remain reasonable and recognize that the first, and the principal, and most urgent measure that the government will have to take, is is to modify the [[Wikipedia:Charte of the language française|Charte of the French language]] so that the teaching of French is obligatory until the cégep inclusively.

Why? Because it is around this time, where one is sixteen (16), seventeen (17), eighteen (18), nineteen (19) years, that one chooses a spouse, that one chooses a partner, that one will probably have children who will speak English - and there are all those economic effects induced in all this, you know - who will not open an account in a ''[[Wikipedia:Caisse populaire|caisse populaire]]'', who will read neither ''[[Wikipedia:La Presse|La Presse ]]'', nor ''[[Wikipedia:The Gazette|The Gazette]]'', and who... nor ''[[Wikipedia:Le Devoir|Le Devoir]]'' and who will instead read ''The Gazette'' and et caetera. Therefore, they will be assimilated by the eight percent (8%) of Anglo-Quebecers who, them, are consolidated by the very great North-American culture and the powerful neighbours of America. We must start there.

And while speaking about free choice, find me, and I would well like that one gives me some, only one example in the world where immigrants are granted another choice that the public schooling system that one gave itself.

In virtue of what smoky theory of free choice Quebec would grant to all the inhabitants of the planet, the virtual candidates to immigration, to choose the language of teaching of their children? If that were, they would choose English, and in two (2) or three (3) generations of Quebecers, French would cash in one's chips. Lord Durham would be turning in his grave and his descendants would sing a ''[[Wikipedia:Te Deum|Te Deum]]'' in the Ottawa Parliament and the [[Wikipedia:Symphony No. 9 (Beethoven)|Hymn to joy]] would cover Canada in its entirety, from one pond to the other.

"To be or not to be assimilated?", that is the question. The sovereignty of Quebec is essential without the support, the contribution and the will of a substantial number of Neo-Quebecers who will travel along with us and will contribute to the construction of a society of social justice and freedom.

It is on human communities like ours, rooted in the same history and a will to live the same collective destiny enriched by the invaluable contribution of new citizens, it is that which constitutes nations, privileged and irreplaceable lieu of democracy, of a solidarity of men and women who want to live the same collective destiny together.

Immigrants, we want some, yes, as much as possible, and pushing to the limit our capacity to welcome them. Immigrants who will be not only have rights, but also responsibilities with regard to one of the most generous societies in the world which welcomes them with open arms and wallets. Immigrants having responsibilities, i.e. understanding and speaking our language, opened to our culture, our way of working, of undertaking, of interpreting the world in the French language and accompanying us on the way which leads to the command of all the tools needed for our development.

If that were to be, we would not assist to the kinds of results like those of the referendum of Nineteen Ninety-Five (1995). I personally live on the edge of French Montreal and English Montreal, in [[Wikipedia:Côte Saint-Luc, Quebec|Côte St-Luc]], where, you see that in the appendix of the document, twelve (12) districts, Two Thousand Two Hundred and Seventy-Five (2 275) voters, and not a single "yes" in the twelve (12) districts. Not one "yes", Two Thousand and Two Hundred and Seventy-Five (2 275) "no". There is not even one stray student who voted "yes". There is not even a blind man who made a mistake, or a partially-sighted person. It is intolerance zero.

There are three (3) explanations to that either to vote like that one, whereas Quebecers, them, vote, exert their democratic freedom, sixty - forty (60-40) in favour of "yes", fifty-five - forty-five (55-45), there, it is hundred percent (100%) against the sovereignty of the Quebec people. I repeat it, in Côte St-Luc, check in the [[report]] of [http://www.electionsquebec.qc.ca/en/ Chief Electoral Officer of Quebec]. And that is not the only case, you know. I did not go through the whole study.

Then, that would not arrive, that. Why? There are three (3) assumptions when it happens. One, there is a phenomenon of rejection coming from them. Two, there is a phenomenon of rejection and perhaps of hostility, perhaps of hatred. Three, they did not understand us.

I privilege the third assumption. It is that the immigrants who all voted no massively, these immigrants... and in Côte St-Luc, they are not Anglo-Québécois; the majority, they are the sons and the children of immigrants who are known as... that we call using a word which I do not like, the allophones. It is the great majority of the inhabitants of Côte St-Luc.

Then, if it is true for the integration of the immigrants, I will finish on this, it is also true for a subject - I wanted to speak about integration of the immigrants - for a subject which relates to signing.

Myths and legends have spread on this subject. During the plenary congress of the Parti Québécois of Ninety-Six ('96), important authorities of this political formation to which I adhere, and not least, declared that they would no longer be able to look themselves in the mirror if we abolish th [[Bill 86]], a stupid bill under certain aspects in fact, a liberal law voted by a liberal government which aims at measuring the prevalence of French, and et caetera - me, I find that, to measure signs with a gallon or a meter, I find that it is rather stupid - then, bill whose abolition was reclaimed loud and strong by the opposition of the Parti Québécois in the National Assembly. When they got to power, they did not want to do it.

And some invoked René Lévesque, who is one of the most brilliant and most respected personalities, and of whom we are inconsolable since his disappearance, to the effect that he would have been on the side of the not-abolitionists, i.e. he would have been among those who would not want to touch, to recall Bill 86 and to return to fidelity, originality, and purity of Bill 101.

And here is what René Lévesque was saying in a letter to the president of [[Wikipedia:Alliance Quebec|Alliance-Quebec]], Mister [[Wikipedia:Eric Maldoff|Maldoff]], and I quote:

<blockquote>"It is important that the face of Quebec be initially French, would it be only not to resurrect in the eyes of the new comers the ambiguity which formerly prevailed as to the character of our society, ambiguity which has given us tearing crises. There are two (2) languages here, English and French. In its own way, indeed, each bilingual poster say to the immigrant: 'There are two (2) languages here, English and French. One chooses the one which one prefers.' It says to the English-speaking: 'No need to learn French, everything is translated.' It is not the message which we want to give. It appears vital to us that we become aware of the French character of our society. However, apart from posting, this character is not always obvious."</blockquote> End of the quote of René Lévesque's words.

Here is what I had to tell you. I do not have to remind you to consider the results which arises from the statistical bulletin of the ministry for Education, which proves beyond reasonable doubt that upon ending the cégep, more than fifty percent (50%) of the majority of the Neo-Quebecers who choose to live in English and who do not accompany us on the road of our collective destiny.

Sixty-six percent (66%) of the Montreal Jewish community is bilingual. Do you kow what budget the Yes committee spent in Côte St-Luc for the last referendum?

Mr. YVES MICHAUD:

Do I know the budget of what?

Mr. DERMOD TRAVIS:

Was there a Yes campaign in Côte St-Luc during the last referendum?

M. YVES MICHAUD:

I do not see how your question is relevant to the fact of voting yes or no depending on the budgets allotted in one riding or the other, my demonstration was concerned wtih whether or not immigrants - and in Côte St-Luc, they are a good proportion - understood us when we spoke, if the understood our language, if they understood the basic stake of a people who has the right to their own fatherland, maybe there are some of them who would vote yes, when in fact they massively voted no.

This is my demonstration. I cannot say on the subject of electoral budgets. These are venal and mercantile question, which do not concern me. These questions interest me little.

Mr. DERMOD TRAVIS:

Monsieur Michaud, for the next election, I can find voting sections in the [[Wikipedia:Sainte-Marie—Saint-Jacques|Ste-Marie/St-Jacques riding]] where people voted against monsieur [[Wikipedia:André Boulerice|Boulerice]] at seventy (70) or eighty percent (80%), in francophone voting sections. Is it because they did not understand monsieur Boulerice?

M. YVES MICHAUD:

But here, I am not talking about the vote in an election. I have always said... I have just said that Quebecers record balanced votes in a democratic fashion sixty - forty (60-40). Now, you are talking about the election for a member of parliament, which is very different from a referendum on the destiny of a people.

MONSIEUR LE PRESIDENT:

Good. Madam [[Lopez]]?

Mme LOPEZ:

Hello, monsieur Michaud.

Mr. YVES MICHAUD:

Hello madam.

Mme LOPEZ:

Question de s'approcher un petit peu de la réalité en ce qui concerne les votes ethniques, vous avez dit: "C'est parce qu'il peut y avoir de la haine..."

M. YVES MICHAUD:

Je n'ai pas dit "les votes ethniques", j'ai dit "des votes ethniques".

Vous savez, mon français est pas tout à fait parfait encore.

Non, mais on a vilipendé [[Wikipedia:fr:Jacques Parizeau|Jacques Parizeau]] parce qu'il a dit "de l'argent et des votes ethniques". Il a pas parlé du vote ethnique.

Alors, vous avez dit qu'il y avait peut-être de la haine, du rejet. Je crois que pour se mettre un petit peu plus dans la réalité, peut-être qu'il faudrait tenir compte aussi de l'influence qu'il y a eu pour ces votes-là. Je cherche pas les coupables, mais il y a eu une certaine influence pour ce groupe-là. Il y a eu aussi une peur qui a été introduite, hein. J'ai entendu dire: "Bien, si vous votez de telle façon, vous allez perdre vos bénéfices aux personnes âgées. Toute votre pension va disparaître." Il y a eu une influence pour ce vote-là aussi et...

M. YVES MICHAUD:

Oui, mais c'est sûrement pas les partisans de la souveraineté qui ont dit ça.

Mme LOPEZ:

Mais je cherche pas les coupables.

M. YVES MICHAUD:

Ah.

Mme LOPEZ:

J'essaie de voir qu'il faut tenir compte de ces influences aussi. Je défends pas les votes quelconques, mais je crois qu'il faut s'approcher de la réalité pour voir aussi qu'est-ce qui fait que les personnes réagissent de cette façon-là.

Et autre petit détail, dans votre discours vous dites "qui nous accompagnent". C'est comme à quelque part on tenait pas compte que c'est pas de vous accompagner, c'est de prendre nos responsabilités et d'y aller, non pas en accompagnateurs, au même titre que vous. Dans le discours, il y a le "nous" et le "vous".

M. YVES MICHAUD:

Oui, j'ai déjà entendu ça, madame. Là, vous entrez dans un piège linguistique. Quand on dit "nous", il y a un peuple au Québec, qui est un peuple... le premier peuple fondateur du Canada.

Mme LOPEZ:

Um-hum.

M. YVES MICHAUD:

Hein, le deuxième, ça a été les Canadiens anglais. On les a... il est ici depuis quatre cents (400) ans. Quand on dit "nous" comme peuple, "pour nous accompagner", ça n'est pas exclusif aux autres. J'ai parlé des néo-Québécois, hein, qui sont là et qui brillamment nous accompagnent, et nous accompagnent en ce sens qu'ils entrent dans notre façon de penser, de parler, de croire, d'aimer, d'espérer, d'entreprendre. C'est cela.

Tous les exemples en France, par exemple, de tous les immigrés qui viennent enrichir la vie française par rapport à des immigrés, bien, nous référant à nous comme un peuple, comme les Écossais se réfèrent à eux comme un peuple, comme les Gallois se réfèrent à "nous" comme peuple, toutes les nations du monde se réfèrent à elles comme peuple.

Alors, le "nous" n'exclut pas les autres, loin de là. Il est inclusif, au lieu d'être exclusif.

MONSIEUR LE PRESIDENT:

Bien.

Mme LOPEZ:

Parce qu'il y en a plusieurs qui veulent poser des questions. Il y a monsieur [[Richards]] aussi.

Je note avec beaucoup d'intérêt le contenu de votre mémoire. Il y a certains aspects où il y a des fils qui sont avec d'autres représentations que nous avons eues, surtout dans le domaine de l'accessibilité à des cégeps anglophones.

Vous avez cité ou fait référence une couple de fois au Lord Durham. Ça nous arrive parfois qu'il y a des gens qui font référence au Lord Durham et concernant ses...

M. YVES MICHAUD:

A Lord Durham, oui, oui.

M. RICHARDS:

Oui, c'est ça, et ses paroles. Il y a beaucoup de Québécois qui ne savent pas que Lord Durham a aussi dit que la révolution de dix-huit cent trente-sept (1837), les Patriotes avaient raison.

Mais il y a une chose que la Commission essaie de redresser dans leurs travaux, et je suis sûr que vous serez très heureux de l'apprendre, c'est que ça serait un Québec inclusif de tout le monde, dont la langue commune serait le français.

Mais connaissez-vous dans vos lectures énormes de l'histoire [[Wikipedia:fr:Lord Dorchester|Lord Dorchester]]? Lord Dorchester, c'est l'anglophone qui a donné le droit, qui a convaincu les Britanniques de donner le droit aux francophones du Québec de continuer avec leurs institutions, parce qu'il ne voulait pas une autre [[Wikipedia:fr:Irlande du Nord|Irlande du Nord]] au Québec(1). 

Alors, un de nos projets en affirmant la présence française, c'est de reconnaître la vérité de tous nos travaux. Qu'est-ce que vous pensez de ça?

M. YVES MICHAUD:

Bien, là, si vous me demandez d'être un exégète de Lord Durham et de Lord Dorchester, je pense que vous allez épuiser notre temps, hein.

MONSIEUR LE PRESIDENT:

Non, mais on...

M. YVES MICHAUD:

Vous allez épuiser mon temps.

MONSIEUR LE PRESIDENT:

... on connaît votre savoir quand même.

M. YVES MICHAUD:

Ah, vous êtes là pour savoir. Il est évident qu'il y a eu... après la conquête, il y a pas eu que des effets maléfiques, il y a eu quelques effets bénéfiques. D'ailleurs, ça a pas été par grandeur d'âme, hein. Étant donné que la [[rébellion américaine]] commençait, que la chaudière commençait à bouillir au sud, il y a eu l'[[Wikipedia:fr:Acte de Québec|Acte de Québec]], où on a reconnu, le conquérant a reconnu, parce que nous sommes un peuple conquis par la violence des armes, et c'est un bienfait du conquérant de nous avoir donné le droit de pratiquer notre langue et de pratiquer notre religion et de parler notre langue.

Alors, Lord Durham est venu par la suite. Mais Lord Durham, quand il nous a... il a écrit un excellent rapport. Il était britannique. Il est venu ici, il ne nous détestait pas. Il a constaté l'état du peuple québécois. Il a dit: "Je veux faire accéder les Canadiens français - à l'époque, ou les Français du Canada - au rang de la race supérieure, la race anglaise, qui a pour elle la supériorité de l'intelligence."

Il voulait nous sortir de notre condition de nègres blancs, de citoyens de seconde zone. Il nous a appelés "peuple sans littérature et sans histoire", et et caetera, mais c'était par bonté d'âme qu'il faisait ça. Il était en pleine [[Wikipedia:fr:époque victorienne|époque victorienne]], c'était "[http://www.youtube.com/watch?v=k5UP5n91-JQ Britannia rules the waves]", et voilà, c'était par bonté d'âme. Il voulait nous sortir de notre condition misérable, le fait que nous parlions français sur ce continent nord-américain, et nous faire accéder à la race supérieure, la race élue du peuple britannique.

Évidemment, il y a Lord Dorchester qui a fait des bonnes choses. Il y en a plein d'autres, hein, du côté du Canada anglais. Les Québécois à Trois-Rivières ont élu le premier député juif de langue française à quatre-vingt-dix-neuf point neuf pour cent (99.9%), de langue française, à Trois-Rivières, ce que le conquérant anglais ou le dominant anglais de l'époque a invalidé comme élection.

Alors, si on veut faire du révisionnisme historique, là, ou bien faire des positions historiques, il y aurait beaucoup de choses à dire là-dessus, hein. Les Québécois ont toujours été un peuple tolérant, mais tolérant jusqu'à... je dirais jusqu'à l'extrême.

Une minorité n'a pas à être tolérante. La tolérance, c'est la vertu du fort, du seigneur, c'est la vertu du maître vis-à-vis l'esclave. Il est tolérant vis-à-vis l'esclave. La tolérance, c'est la tolérance du plus fort.

Et c'est pour ça que Lacordaire disait: "C'est la loi qui opprime et... c'est la liberté qui opprime souvent, mais c'est la loi qui affranchit." Et j'espère que les commissaires recommanderont une loi au gouvernement québécois qui fera en sorte que le peuple québécois pourra s'affranchir par la loi et ne s'enlisera pas dans les méandres et dans les marais du libre choix, qui est une hérésie.

Je l'ai entendue il y a trente et un (31) ans, je la combattrai toute ma vie. Il n'existe pas telle chose que le libre choix en matière d'enseignement. Il y a un système d'enseignement unique valable du primaire au secondaire. Quant à l'université, ça va. Et ce système d'enseignement doit être en langue française jusqu'au cégep inclusivement.

MONSIEUR LE PRESIDENT:

Madame Bouchard?

Mme BOUCHARD:

Oui. Et à part les jeunes, il y a aussi les adultes qui arrivent, les immigrants. Je veux revenir à la question d'intégration des immigrants, parce que, bon, vous l'avez rappelé, donc le référendum a été perdu par les souverainistes, et monsieur Parizeau avait dit ce soir-là effectivement qu'on avait perdu le référendum à cause de l'argent et des ethnies.

M. YVES MICHAUD:

Des votes ethniques, oui.

Mme BOUCHARD:

C'est ça.

M. YVES MICHAUD:

Oui. 

Mme BOUCHARD:

Alors, moi, je me pose la question suivante. Est-ce que notre gouvernement a une réelle volonté politique d'intégrer les immigrants? Est-ce qu'il a mis en place tous les outils, tout ce qu'il faut pour qu'ils s'intègrent bien?

Depuis le début de nos audiences, nous entendons beaucoup de récriminations à l'effet que le système est déficient, on n'arrive pas rejoindre tous les immigrants, et justement, surtout les parents de ces enfants qui maintenant sont obligés de fréquenter l'école en français. On note effectivement un progrès... sûrement, le plus grand succès de la loi 101, c'est ça, c'est le fait que... c'est le coeur de la loi 101, cette obligation de fréquenter en français l'école.

Maintenant, qu'est-ce qui arrive avec leurs parents? Est-ce que le gouvernement a tout fait? Est-ce que, selon vous, il y a une réelle volonté politique de les intégrer?

M. YVES MICHAUD:

Vous voulez une réponse claire et nette? C'est non. 

Mme BOUCHARD:

Oui, absolument.

M. YVES MICHAUD:

Est-ce que le gouvernement a tout fait? Non. Est-ce qu'il y a une réelle volonté politique d'intégration des immigrants? C'est noui.

Mme BOUCHARD:

Parce que vous dites qu'ils ne nous comprennent pas, qu'ils ne...

M. YVES MICHAUD:

C'est noui. C'est noui. C'est noui.

Mme BOUCHARD:

Parce que vous dites qu'ils n'ont pas compris le peuple québécois. C'est peut-être le gouvernement qui n'a pas tout fait pour se faire comprendre.

M. YVES MICHAUD:

Vous avez raison, le gouvernement n'a pas tout fait pour se faire comprendre et devrait prendre toutes les mesures pour se faire comprendre, dont une serait peut-être d'étendre... serait sans doute d'étendre jusqu'à l'enseignement... le français jusqu'au cégep inclusivement. Ça en est une des mesures que l'on suggère pour que, enfin, les immigrants puissent nous comprendre.

S'ils parlent pas notre langue, n'en connaissent pas les paramètres, s'ils ne peuvent pas se référer au vocabulaire d'une langue qui reste quand même une des langues les plus intelligentes et les plus universelles du monde... on ne parle pas le... je sais pas, moi, d'autres langues tribales, là, hein, c'est une langue universelle, le français, donc, c'est... voilà.

La réponse à votre question, c'est non. Bien sûr que non. Il y a quantité d'entre nous... quelqu'un qui est dans cette salle ici vient de me donner un journal justement sur l'intégration des immigrants, hein, qui regroupe à peu près une cinquantaine, une centaine de groupes dans le Québec pour favoriser l'intégration des immigrants.

C'est évidemment que nous allons devenir un pays avec une mosaïque culturelle différente de ce que nous avons été il y a cent (100) ans, et c'est pour cela qu'un pays, une société doit être assimilatrice. Si elle ne l'est pas, elle est assimilée par d'autres.

Et remarquez que quand... souvent on me traite d'extrémiste, mais pour les Anglo-Québécois qui nous accompagnent depuis des siècles, depuis des siècles, moi, je serai... je monterai aux barricades pour défendre leur droit à leur langue, leurs écoles, leurs institutions, leurs hôpitaux, parce qu'une qualité de la démocratie, une... une démocratie se définit comment? Par la qualité qu'une démocratie accorde à ses minorités.

Il y en a deux (2) minorités au Québec. Il y a les Anglo-Québécois et il y a les autochtones. Les allophones ne sont pas une minorité, mais par un curieux raisonnement, par une perversion de l'esprit, on a dit: "Il y a vingt pour cent (20%) d'anglophones ou d'allophones au Québec." Mais non, il y a huit pour cent (8%) d'Anglo-Québécois qui ont des droits, plus que nous d'ailleurs, hein, ils ont plus de droits que nous, parce qu'un anglophone, un Anglais, un Anglo-Québécois peut envoyer son enfant à l'école française[''sic'']. Moi, j'ai pas le droit.

MONSIEUR LE PRESIDENT:

M. YVES MICHAUD:

Oui?

MONSIEUR LE PRESIDENT:

... j'aimerais ça qu'on puisse débattre effectivement un minimum de minutes sur l'approche globale. Bon. Vous semblez privilégier l'approche législative, l'approche juridique, mais plus on avance dans nos travaux, plus on se rend compte que ça a produit des fruits extraordinaires, faut le reconnaître, ça a permis d'inverser des courants historiques, mais on a peut-être atteint des limites en termes de production d'effets bénéfiques et qu'il nous faut peut-être avoir une approche plus large, et que la question de la langue, de sa qualité, de son rayonnement tient à beaucoup plus qu'une loi, fusse-t-elle une charte.

Vous avez fait allusion tantôt à un certain déficit de volonté politique, mais est-ce qu'il y a pas un déficit de stratégie ou d'orientation stratégique? C'est-à-dire, pour faire écho à la présentation qui vous a précédé, je vais un peu vite en affaires peut-être...

M. YVES MICHAUD:

Et à celle qui me suivra.

A mon avis, il y a deux (2) faux débats. Je suis un peu carré, là, les gens m'excuseront.

M. YVES MICHAUD:

Allez-y, je vous connais bien.

MONSIEUR LE PRESIDENT:

Le problème n'est pas un problème de droits. A mon avis, la communauté anglophone s'est vue reconnaître un ensemble de droits. J'avais cru pendant un certain temps qu'il y avait un problème de rapport social, au sens où une nouvelle majorité s'affirmant, la majorité francophone, l'ancienne majorité, pas numérique, mais politique et sociale, pouvant se sentir écartée, peut-être blessée, et donc vivait un certain repli, mais la présentation qui vous a précédé, ils sont venus nous faire la démonstration que très concrètement, le dispositif, notamment d'éducation, découlant de l'application des droits produit des candidats à la diaspora.

C'est-à-dire, le seul fait qu'ils ne puissent pas maîtriser suffisamment correctement le français, devenu la langue officielle, la langue nationale, mais aussi la langue du travail, la langue des échanges, les écarte d'une façon structurelle, d'une façon systématique, de la pratique économique, ou plutôt de la pratique du travail et de la pratique de la dynamique politique, notamment l'accès aux postes dans le secteur public.

Alors, je voudrais vous entendre dire, est-ce que la Commission devrait effectivement se pencher d'une façon très sérieuse pour qu'on puisse produire un ensemble de propositions que moi, j'appelle d'ordre stratégique ou un plan d'action?

Peut-être pour vous allumer un peu, la langue n'existe pas en dehors de la culture. C'est quoi, disons, nos politiques culturelles? Le rapport de force de cette langue en Amérique du Nord, mais aussi au Québec, n'existe pas en dehors de ses locuteurs. C'est quoi, la politique de population qu'on devrait avoir, et caetera?

Donc, est-ce que vous avez quelques réflexions là-dessus?

M. YVES MICHAUD:

Je n'ai pas à, vous connaissant et connaissant votre parcours, je n'ai pas à vous dire qui était Lacordaire. Et quand il disait: "C'est la loi qui opprime... c'est la liberté qui opprime, mais c'est la loi qui affranchit", la loi police les moeurs, c'est-à-dire qu'elle les adoucit.

Si vous empruntez des sentiers parsemés de fourches caudines de l'incitation, la nouvelle stratégie, et qu'on ressasse toujours, je le répète, le vieux film de la soi-disant tolérance, de la persuasion... c'est monsieur [[Gérard Bouchard]], hein, qui est l'intellectuel dont je parlais, qui dit: "On va attendre quelques années pour voir ce que ça va donner."

Nous sommes en péril. La langue française à Montréal est en danger. Et si la langue française à Montréal vient à s'étioler, qu'elle vient à mourir, toutes les régions du Québec assemblées ne pourraient pas soulever son cercueil. Nous entrerions dans un processus de folklorisation et de louisiannisation.

Si les commissaires ne recommandent pas au gouvernement des mesures fermes pour revenir à l'esprit de la loi 101 - je ne dis pas "la lettre", ce qui laisse des accommodements stratégiques, si vous voulez - mais revenir à l'esprit de la loi 101, que la langue nationale du Québec - je dis pas "nous", là - la langue nationale, la langue de travail, la langue de culture, c'est le français, bien, si vous ne faites pas ça, les gouvernements qui se succéderont deviendront de plus en plus frileux, deviendront de plus en plus pusillanimes et ne feront pas en sorte que subsiste à la fois pour nos enfants et nos petits-enfants, ceux-là qui nous suivront, cette civilisation de langue française du monde qui est sur le continent nord-américain et qui est une richesse universelle.

Nous sommes les seuls à nommer l'hiver en français - prenez toute la calotte - à nommer l'hiver, mais ça, c'est une richesse de l'universel. Et quand le président [[Léopold Senghor]] disait: "Il faut affirmer nos spécificités nationales, parce que..."

Lui parlait de la [[négritude]]. J'avais osé dire qu'il était noir, puis il m'avait dit: "Non, non, moi, je suis nègre." Il m'a rabroué: "Je suis nègre." Il voulait pas se faire appeler Noir. Le discours politiquement correct fait que, aujourd'hui, on ne dit pas ça.

Il disait: "Nous savons que nous sommes appelés à l'universel rendez-vous du donner et du recevoir - comme le Québec pourrait être appelé - et nous voulons affirmer notre négritude, nos spécificités nationales, afin que nous n'y arrivions pas les mains vides."

Alors, pour participer à cet universel rendez-vous du donner et du recevoir, que les commissaires fassent donc des recommandations au gouvernement du Québec afin que nous puissions un jour arriver et que nous nous mettions à table pour apporter la singularité de notre jeunesse et de notre enrichissement pour l'universel.
