French minorities workshop

Vote number 1 - Census

It is resolved:

  1. that a quinquennial census of the French-Canadian nation be established to determine the inventory of her human resources, considering the ethnic origin, the effective knowledge and usage of the French language.
  2. that the responsibility of this census be bestowed to an organization recognized by the French-Canadian nation, in collaboration with the governments concerned. While waiting for the creation of such an organization, that the Conseil de la vie française ask the National Bureau of Statistics to include in the next census the criteria described in the preceding paragraph.
  3. that in each province, an account of French-Canadian school enrolments be produced annually by an adequate body.

Vote number 2 - Quebec House

It is resolved that the government of Québec, in agreement with the provincial governments concerned, establishes a Quebec House in each province, so as to ensure the diffusion of French culture everywhere in Canada and to favour close collaboration with local or provincial French-Canadian associations.

Vote number 3 - Migratory movements

It is resolved:

  1. that job placement institutions be established in several provinces to favour and direct immigration, the inter-regional and inter-provincial migrations of French Canadians, to welcome newly arrived, to help them choose employment;
  2. that Québec studies the possibility to direct francophone immigrants toward viable French-language areas.

Vote number 4 - Teaching of French

It is resolved:

  1. that the schooling of francophones outside Quebec be done in French at all levels, and that everywhere the number of francophone students makes it possible, without the restrictions caused by the formation of bilingual districts and without neglecting the teaching of English;
  2. that distinct pedagogical structures be set up for French and bilingual schools, that the persons responsible for the internal administrative structures of schools be bilingual and that the representation as part of school boards be not founded on land tax.

Vote number 5 - Constitutional jurisdiction of education

It is resolved that in constitutional matters:

  1. education remains provincial jurisdiction;
  2. the Canadian constitution be amended so as to recognize the rights of official languages minorities in matters of education;
  3. a declaration of human rights recognizing the rights of official languages minorities to be included in federal and provincial constitutions;
  4. provincial ministries of education take the necessary measures to insure the recruiting and training of teachers in francophone schools;
  5. provincial ministries of education increase considerably the granting of study bursaries to teachers and the exchange of teachers with Quebec and francophone countries;
  6. interprovincial standards be established to recognize the equivalence of the various teaching certificates;
  7. Québec and other provinces agree and collaborate concerning teaching programs and French school manuals;
  8. provinces make use the framework agreement already signed for them by Canada and France;
  9. provinces other than Québec negotiate with Québec and the Francophonie the agreements necessary the granting of study bursaries, training, francophone student and professor exchange programs;
  10. provincial government help the francophone students of their provinces to continue their studies in bilingual universities of Canada as part of student exchange programs;
  11. distribution of school tax revenues taken on corporations be revised so as to make it more equitable where the situation justifies.

Vote number 6 - Relations between French Canadians

Communications

It is resolved that the insufficiency of relations between Québec and minorities, as well as among minorities themselves, be corrected by improving communications and cultural exchanges, based on the needs minorities.

Coordinating organization

It is resolved that an active association, representing all the French-language population of Canada and capable to fully ensure the cultural diffusion of French Canada, periodically gather persons responsible in all regions, so as to achieve unity on common objectives.

Vote number 7 - Rights of French Canadians

It is resolved that francophones everywhere in Canada:

  1. enjoy the constitutional right to use the French-language in all institutions of the federal government, the Legislature of their province as well as before the courts and during the whole judicial procedure;
  2. request an adequate representation at all levels of the civil service;
  3. be officially recognized and represented as part of the radio broadcasting organizations who concern them.

Vote number 8 - Economic life of French Canadians outside Quebec

It is resolved that French Canadians settled outside Quebec:

  1. create francophone commercial, industrial and financial organizations, such as cooperative central agencies, as well as economic organizations for the exploitation of natural and agricultural resources, the marketing of their products, in which French would be the language used;
  2. invite businessmen from Québec to start up, in other provinces, enterprises where the use of French would be encouraged.

Vote number 9 - Support from the government of Quebec

It is resolved that the government of Quebec:

  1. helps minorities through its accredited delegations in Paris and elsewhere;
  2. helps francophone students of the other provinces to continue their studies in the French universities of Quebec and that it accelerates negotiations with other provinces on the question of the equivalence of diplomas;
  3. participates to the organization of "Semaine de vie française" in all provinces, to cultural as well as commercial ends, by a national organization grouping representatives of all milieus;
  4. helps in the establishment of a French-Canadian press agency able to provide francophone minorities with information in their language, a measure that would contribute powerfully to the diffusion of French culture;
  5. offers radio and television broadcasting services to French minorities, particularly services from Radio-Québec in matters of educational radio;
  6. accentuates its help to French minorities in the form of cultural, technical and financial support through adequate means;
  7. encourages Quebecers to buy products from French Canadians in the other provinces.

Vote number 10 - Communication media and animation

It is resolved that federal and provincial governments:

  1. insure a set of television and radio services meeting the needs of francophones in each province;
  2. collaborates to the establishment and financing of cultural centres in each region where the number of francophones is sufficient;
  3. accentuates the exchange of television and radio programs, with Quebec as much as with francophone countries.

Vote number 11 - Constitutional jurisdiction of radio broadcasting

It is resolved that the federal and provincial governments negotiate the sharing of jurisdiction concerning French-language radio and television broadcasting .

Vote number 12 - Natural resources corporations

It is resolved that corporations that own or deal natural resources in Québec be required to possess a Quebec charter.

Vote number 13 - Taxation of natural resources corporations

It is resolved that Québec enjoys the exclusive power to tax corporations exploiting natural resources.

Vote number 14 - Agriculture

It is resolved that the government of Québec elaborates a true agricultural policy, meaning:

  1. that it defines the vocation of soils;
  2. that it favours the maximal exploitation of fertile lands in Quebec within the framework of a region-based policy;
  3. that it eradicated speculation on fertile lands by forcing municipal authorities to plan their territory according to the interests of their population and the general interest;
  4. that it encourages through research the implantation of high-profit specialized cultures;
  5. that it sees to the recycling of unusable agricultural lands to other ends such as afforestation, industry or leisure;
  6. that it efficiently coordinates the various phases of production and marketing to meet the needs of interior and exterior markers;
  7. that is controls the import of agricultural products, and puts a customs duty, in certain cases, on the import of competing foreign products;
  8. that it abolishes land tax on family farms, on buildings and production soils;
  9. that it sets up a permanent advising organization allowing organized farmers to participate to the study of agricultural problems, the preparation and execution of laws concerning agriculture;
  10. that to these ends, it recovers all constitutional and judicial powers related to agriculture;

Vote number 15 - Mines

It is resolved that the government of Québec:

  1. stimulates the start up of private, mixed or State-owned mining companies;
  2. revises the criteria for the attribution of mining exploitation permits and redefines their fiscal burden following the progression tables as a function of the revenues of these corporations;
  3. establishes a fiscal system favouring mining companies whose products are transformed in Quebec or which reinvest in Quebec a reasonable share of their profits;
  4. obliges mining corporations to reinvest in Quebec a reasonable share of their profits;
  5. creates an organization of labour reorientation to which the involved mining corporations should contribute financially;
  6. abolishes the system of closed towns and submits all those existing to the Municipal Code, the Law on cities and towns and to the laws and regulations of the ministers of Education and of Natural resources;

Vote number 16 - Forests

It is resolved that the government of Québec:

  1. proceeds to the creation of a Quebec forest exploitation corporation;
  2. revises the current region of forest concessions;
  3. favours the formation of regional exploitation cooperatives;
  4. distributes the exploitation of forests among companies of forest products;
  5. produces a full inventory and classification of our forests, and that this information be publicly available;
  6. forces forest companies to insure the renewing of the forests they exploited, and that this obligation be a sine qua non condition to obtain a timber permit;
  7. establishes a plan aiming to develop the treatment and the transformation of the products of our forests in Quebec, if necessary by the setting up of State-owned corporations;
  8. establishes a global applied forest research program in collaboration with the universities of Québec;
  9. stimulates the selling of our forest products to countries other than the United States and England, so as to avoid depending to much on these countries.

Vote number 17 - Fisheries

Il est résolu que le gouvernement du Québec développe une politique planifiée de nos pêcheries québécoises. À cette fin :

  1. qu'il accorde des subventions ou des prêts aux pêcheurs pour qu'ils puissent : 1) moderniser leur équipement pour répondre aux exigences de la pêche hauturière, et 2) développer, encourager et favoriser le développement des entreprises coopératives;
  2. qu'il établisse des industries permettant d'exploiter les produits et les sous-produits de la pêche;
  3. qu'il favorise par tous les moyens appropriés la commercialisation des produits de la pêche sur les marchés intérieur et extérieur;
  4. qu'il contrôle l'importation des produits et des sous-produits de la pêche, qu'il impose dans certains cas des droits de douane sur l'importation des produits étrangers concurrentiels et qu'à cette fin, il récupère tous les pouvoirs constitutionnels et juridiques en matière de pêcheries.

Vote number 18 - Tourism

It is resolved that the government of Québec:

  1. établisse un plan général d'aménagement en vue d'attirer le tourisme national et international;
  2. abolisse le régime des clubs privés et favorise la création de parcs régionaux pour fins récréatives et qu'il récupère les sommes affectées par Ottawa à cette fin en ayant préalablement pris toutes les dispositions nécessaires afin d'assurer la protection et le repeuplement de la faune.
  3. améliore les lois relatives à la protection de la flore et de la faune;
  4. assiste les groupements régionaux dans l'organisation du développement du tourisme local;
  5. crée un organisme de mise en valeur des sites naturels et des monuments historiques au Québec;
  6. récupère les sites historiques importants du domaine privé au bénéfice des Québécois;
  7. encourage les festivals culturels régionaux par une publicité à grande échelle;
  8. favorise un réseau d'hôtellerie adéquat, privé, mixte ou d'État et subventionne également des auberges de jeunesse;
  9. donne au territoire québécois un visage français au moyen d'une législation sévère;

Vote number 19 - Industrial expansion

It is resolved that the government of Québec:

  1. en collaboration avec les industriels, les mouvements coopératifs et les syndicats ouvriers, adopte une politique visant à favoriser le développement des industries de pointe et à haut niveau technologique;
  2. favorise le regroupement et l'intégration des entreprises industrielles marginales dans des structures plus vastes, en vue d'une rentabilité améliorée;
  3. favorise les investissements étrangers et cherche à en diversifier la provenance, tout en leur imposant certaines normes, notamment l'obligation de réinvestir au Québec une partie raisonnable des profits, l'embauche d'un personnel de cadres québécois et une représentation majoritaire québécoise au niveau des cadres et conseils d'administration;
  4. vise par sa politique de revenu à corriger les inégalités de salaires entre les diverses régions;
  5. en exerçant toutes les compétences nécessaires, s'engage dans un effort de planification en créant des zones industrielles spécialisées selon la vocation naturelle de chaque région et en pourvoyant dans chaque région à la création d'organismes régionaux dotés de pouvoirs de décisions (conseils de développement régionaux);
  6. adopte une politique de planification économique visant entre autres buts, à assurer au groupe ethnique francophone sa part normale de l'économie;
  7. crée un Conseil supérieur de recherches industrielles en collaboration avec l'entreprise privée et les universités, les coopératives et les syndicats ouvriers.

Vote number 20 - Financial economy

It is resolved that:

  1. que le Ministère de l'Éducation du Québec conçoive et réalise des programmes scolaires de façon à former chez les jeunes Québécois une mentalité économique et à développer la connaissance du milieu;
  2. le gouvernement du Québec sensibilise la population aux problèmes du développement économique;
  3. le gouvernement du Québec, dans le cadre de l'Office du plan, crée des structures, afin d'associer les citoyens à l'élaboration et à l'exécution du plan;
  4. toutes les institutions financières qui font des affaires au Québec soient constituées en vertu des lois québécoises;
  5. les lois du Québec exigent que les institutions financières faisant affaire au Québec déposent leurs réserves au Québec, au moins dans la proportion de leur chiffre d'affaires respectif sur le territoire du Québec et réinvestissent au Québec selon un système de priorités liés au développement économique et régional une partie de leurs revenus et de leurs profits, suivant les normes que le gouvernement du Québec établira;
  6. le gouvernement du Québec oblige les institutions financières faisant affaire au Québec, à investir des capitaux au Québec, au moins dans la proportion de leur chiffre d'affaires au Québec;
  7. le gouvernement du Québec aie une politique de réinvestissement des profits non distribués des entreprises faisant affaire au Québec;
  8. le gouvernement du Québec oblige les institutions financières faisant affaire au Québec à investir un pourcentage déterminé de leur actifs en titres publics du Québec;
  9. le gouvernement du Québec applique pour lui-même et pour les corporations municipales et scolaires une politique préférentielle envers les institutions financières, commerciales et industrielles québécoises;
  10. le gouvernement du Québec établisse une politique de regroupement de tous les fonds de réserve de provenance gouvernementale sous l'égide de la Caisse des Dépôts et de Placement;
  11. soit accordé aux Caisses populaires et aux Caisses d'épargne et de crédit le droit de détenir des actions au même titre que les autres institutions financières, par le truchement de leurs fédérations;
  12. les institutions financières québécoises participent conjointement au financement de certains investissements qu'elles ne peuvent entreprendre isolément;
  13. le Québec étudie la possibilité d'imposer des droits de douane pour favoriser les produits québécois;

Vote number 21 - Public sector

It is resolved:

  1. le Québec affirme sa compétence exclusive dans les affaires municipales et urbaines, l'habitation et l'aménagement du territoire, et que, en conséquence, il s'oppose à toute immixtion du gouvernement fédéral, même sous le couvert de la planification ou de la coordination;
  2. le Ministère des Affaires municipales et urbaines :
    • assume de plus en plus énergiquement la responsabilité de direction, d'animation et de contrôle dans tout ce qui touche au secteur municipal, y compris l'urbanisme;
    • associe les municipalités à une politique dynamique de régionalisation;
    • définisse une loi-cadre d'urbanisme, impliquant la participation des citoyens, et que cette loi soit appliquée avec rigueur;
    • oblige les municipalités à se fusionner, selon des critères géographiques et économiques, ou à créer des services communs, en leur fournissant l'aide financière ou en matériel nécessaire aux fins d'étude de rentabilité, tout en tenant compte de la planification régionale;
    • hausse graduellement les normes de qualifications exigées aux postes de conseillers municipaux et commissaires d'école;
    • crée, en collaboration avec le Ministère de l'Éducation, un Institut d'administration des affaires municipales et scolaires afin de favoriser la spécialisation de cadres compétents;
    • dépose à la Caisse de dépôts et de placement du Québec les fonds de pension municipaux et scolaires, alimentés par les contributions des employés et des employeurs;
    • l'administration urbaine au Québec soit définie et appliquée selon les exigences des grandes fonctions urbaines, en particulier le logement, le transport, les loisirs et la culture;
    • le gouvernement du Québec définisse des champs de taxation répondant aux besoins des municipalités et commissions scolaires, en réservant l'impôt foncier aux municipalités;
    • le gouvernement du Québec axe sa politique de développement régional sur des pôles d'attraction et de croissance, et défavorise la décentralisation administrative;
    • le gouvernement du Québec aie l'exclusivité des impôts directs et indirects, et s'emploie, par la suite, à simplifier et à rationaliser le système de taxation;

Vote number 22 - Full employment

It is resolved:

  1. la planification économique soit entièrement sous le contrôle du Québec;
  2. le Québec exerce sa compétence exclusive en matière de formation des adultes;
  3. le Québec adopte une politique d'immigration adaptée aux besoins du marché du travail et aux objectifs généraux de sa politique économique et culturelle;
  4. le gouvernement du Québec assure le plein-emploi; que les politiques d'assurance-chômage, de recyclage et de mobilité de la main-d'œuvre soient repensés dans cette optique;
  5. le gouvernement crée un conseil permanent du travail pour faciliter l'établissement d'une politique des revenus, en collaboration avec les représentants des travailleurs et les associations patronales;
  6. les étudiants soient incités à se qualifier et à se préparer au travail en vue des professions ou des emplois qui seront disponibles à moyen et à long terme.

Vote number 23 - Quebec's cooperative movement

It is resolved:

  1. le Québec crée un ministère autonome de la Coopération parce que les coopératives restent le plus sûr moyen de conduire les Québécois au contrôle de leur économie;
  2. le Ministère de la Coopération conçoive une législation destinée à favoriser le développement économique par les coopératives;
  3. les coopératives puissent bénéficier, au besoin, de prêts gouvernementaux à faible taux d'intérêt pour faciliter la réalisation de leurs projets;
  4. un effort spécial soit fait pour intensifier la création de coopératives de consommation, d'habitation, de production, de loisirs et autres;
  5. les fonctions de recherche et d'information dans les coopératives soient stimulées afin qu'elles se situent à la pointe du progrès et répondent aux besoins des Québécois;
  6. des changements à la législation actuelle permettent aux coopératives de s'orienter résolument vers une politique d'investissement dans l'industrie secondaire au Québec;
  7. l'éventuel Ministère de la coopération aide à l'éducation coopérative des consommateurs pour stimuler l'implantation de coopératives, particulièrement dans les secteurs de la consommation et de l'habitation.

Political workshop

Vote number 24 -Charter of the new society

It is resolved:

  1. that following the example of the majority of sovereign peoples, Quebecers give themselves a written constitution;
  2. that the constitution of Québec includes:
    • the affirmation of the right of Quebecers to self-determination;
    • a charter of human rights, conforming to the United Nations Charter of Human Rights and to the aspiration of Quebecers;
    • the sufficient identification of all State symbols;
    • provisions establishing the boundaries of Québec so as to respect the existing integrity and to embody their natural political extensions;
    • provisions affirming the sovereignty of Québec on its soil, underground, its air space, its territorial waters and its underwater soil and rights equal to those of other States respecting any use of atmospheric and extra-atmospheric space;
    • a clause stipulating that to modification to the territorial integrity can be done without approbation by a referendum;
    • a declaration stating that the constituent authority belongs to the people of Québec;
    • a proclamation of the principle of universal suffrage;
    • the affirmation of the supremacies of the constitution on all other laws;
    • the definition of the fundamental objectives of the people of Québec, expressed in a general manner in the 14 resolutions of the Estates General of November 1967;
    • the affirmation of the moral obligations of Québec toward Francophones in North America, outside Québec;
    • the affirmation of the exclusive rights of Québec in matters of radio communications by way of satellite or other means.
  3. that the constitution of Québec proclaims the principle of legislative unity, but allow for administrative decentralization;
  4. that the constitution of Québec creates a right to initiative, that is to say that it allows for a group of citizens whose numerical importance it shall establish, to introduce a bill in the Assembly, bill which it will have to acknowledge and consider.
  5. that the constitution allows for a group of citizens, under conditions it determines, to request a referendum before the promulgation of a law voted by the National Assembly, so as t infirm its decision;
  6. that any modification to the constitution be submitted to popular vote;
  7. that the constitution allows for a group of citizens whose numerical importance it shall establish, to provoke a popular vote to modify the constitution;
  8. that the constitution creates a Constitutional Council whose members would be independent and irremovable, whose jurisdiction who embrace:
    • the verification of constitutional legality;
    • the verification of the regularity of the procedure for popular consultation;
    • all procedures for contesting the election of representatives.
  9. that the constituents study the possibility to for a State Council composed of;
    • a permanent council on constitutional matters;
    • a Court of Audit;
    • a commission on corporations;
    • any other court or commission considered appropriate.

Vote number 25 - Charter of citizens rights

It is resolved:

  1. that the constitution of Québec protects the rights of the citizen within the limits which the common wealth of the collectivity prescribes;
  2. that guaranties granted by the constitution take precedence over all laws voted by the National Assembly of Québec;
  3. that the constitution proclaims the inalienability of certain human rights such as the right to life and the right to equality before the law;
  4. that the constitution proclaims the equality of citizens in matters of fundamental liberties as well as civil, social, cultural and political rights;
  5. that the constitution recognizes the will of the people as the foundation of the authority of public powers;
  6. that the right to vote be granted to citizens who are at least 18 years old;
  7. that access to public offices be available to all Quebec citizens have a knowledge of the French language, written and spoken, without distinction of race, gender, religion, origin, wealth or political and ideological opinions;
  8. that the constitution recognizes to the State, when common interest dictates, the primacy over private initiative so as to ensure that Québec remains master of it economy and a normal socio-economic development respectful of the rights and liberties of physical and moral persons;
  9. that the Charter of Human Rights contains provisions ensuring to each person the right to earn a living, the right to just working conditions and an equitable remuneration;
  10. that the Charter of Human Rights grants the right to social security;
  11. that the Charter of Human Rights guarantees to all, free schooling up to university level inclusively;
  12. that the Charter of Human Rights contains provisions forbidding the use of physical and moral torture and proscribes the infliction of bad treatments to detainees;
  13. that the constitution guarantees the independence of courts and the impartiality of judges and that it sees to their nomination by way of open competitions;
  14. that the Charter of Human Rights guarantees life, safely, individual liberty, liberty of conscience, religion and opinion, liberty of expression and the press, spoken or written, the liberty of movement and domicile, of public protests, peaceful gathering and association;
  15. that the constitution decrees that French is sole official language of Québec and that it sees to all the essential guarantees of its blooming.

Vote number 26 - Participatory democracy

It is resolved:

  1. that the constituent power belongs to the Quebec people; that it exercises it directly or through its representatives;
  2. that by concern for democracy, efficiency and stability, Québec opts for a presidential political regime;
    • the head of State be elected through universal suffrage, at an absolute majority of votes;
    • that members of the National Assembly be elected through universal suffrage, the principle of proportional representation, by the electors of their respective circumscriptions;
    • the National Assembly enjoys legislative power and adopts the budget;
    • no one simultaneously accumulates the functions of minister and member of the National Assembly;
  3. an economic and social council, consultative in nature, may be created;
  4. every elector has a right to be candidate to legislative and presidential elections, except otherwise stated by law;
  5. the State regulates and limits the use of radio and television to electoral ends. It regulates and limits written advertising of candidates and parties and pays the electoral expenses of any candidate to the presidency or the National Assembly when the candidates wins at least 5% of votes.

Il est résolution que l'Assemblée nationale du Québec crée d'ici dix-huit mois une commission autonome chargée d'arrêter les modalités de l'élection et du fonctionnement de la Constituante.

Vote number 28 - Functioning of the Constituent Assembly

The mandate of the Commission would be the following:

  1. arrêter le nombre de constituants jusqu'à concurrence de 500 avec un minimum de 300;
  2. délimiter les circonscriptions;
  3. organiser l'élection des constituants au suffrage universel au niveau de chaque circonscription;
  4. prévoir le paiement des dépenses électorales des constituants par l'État;
  5. assurer le principe de l'incompatibilité des fonctions de député et de constituant.

Le mandat de la Constituante sera de 12 mois.

La Constituante soumet son projet de constitution au peuple par voie de référendum dans un délai de 6 mois après l'expiration de son mandat.

Vote number 29 - Prorogation of the Estates General

Il est résolu que les États généraux du Canada français ayant complété la première étape de leurs travaux, la présente session est prorogée. Ils seront convoqués par la Commission générale si une question urgente le requiert ou dans deux ans, si le Parlement n'a pas convoqué la Constituante.

Vote number 30 - Powers of Quebec

It is resolved that Québec exercises exclusive jurisdiction over:

  1. sur l'administration de la justice;
  2. sur l'organisation des tribunaux, de juridiction tant civile que pénale ainsi que sur la nomination des juges;
  3. sur toute la législation de droit public ou privé;
  4. sur l'organisation pénitentiaire;
  5. sur le système des libérations conditionnelles;

Vote number 31 - Organization of justice

L'ORGANISATION DES TRIBUNAUX

Il est résolu que le Québec établisse :

  1. une cour de dernière instance sur toute matière relevant de sa compétence;
  2. des tribunaux régionaux du travail, et une cour de dernière instance en matière de travail, où siégeraient des magistrats spécialisés et des représentants du patronat et des ouvriers;
  3. des tribunaux à juridiction exclusivement pénale et des tribunaux à juridiction exclusivement civile;
  4. des tribunaux régionaux de la famille et de l'enfance où siègeront des magistrats spécialisés aidés de professionnels des sciences humaines dûment qualifiés;
  5. un tribunal du commerce;
  6. un tribunal maritime;

LA MAGISTRATURE

Il est résolu que les aspirants à la magistrature reçoivent une formation spécialisée en vue de la fonction qu'ils postulent et qu'ils soient admis à la magistrature à la suite d'un concours et à titre inamovible.

L'ADMINISTRATION DE LA JUSTICE

Il est résolu :

  1. que le Québec institue un système de libérations conditionnelles et de réhabilitation;
  2. qu'il élabore des règles précises en matière d'arrestation et de détention et que l'information judiciaire soit inscrite aux programmes scolaires;
  3. que soit établie une règle selon laquelle tous les procès débutent et se terminent dans un délai raisonnable et selon laquelle le nombre de comparutions du prévenu en cour soit limité;
  4. que l'État établisse à la grandeur du Québec un système efficace d'assistance judiciaire.

POLICE

Il est résolu :

  1. que la Sûreté du Québec aie seule compétence sur les territoires de l'État du Québec;
  2. que le Québec mette sur pied un véritable programme de sélection et de formation des membres de son corps policier, afin que les interventions policières respectent la personne humaine tout en étant efficaces.
