The only official language of the State of Québec will be French.

In Free Québec, the State will have to ensure citizens of the various confessions the schools they desire. In virtue of the same principle of respect of beliefs, non-confessional schools will also be created. To apply such a system, the State will have to determine the will of parents, by way of census or other means.

Free Québec will have cultural attachés in all the great countries of the world, particularly in French-language countries as well as international cultural organizations.

Free Québec will negotiate treaties favouring cultural exchanges between various countries, principally French-speaking ones.

In Free Québec, there will be no tax nor income tax on cultural activities, contrary to the present situation.

The State of Québec will establish a national network of radio and television broadcasting, and an organization, politically independent, responsible to watch over these networks and private stations. The national network of the State of Québec will collaborate to the international networks of radio and television broadcasting.

== Economic Domain ==

The government of Québec will create a programme of economic planning founded on the interests of all elements of the population. All economic groups will be consulted as part of the planning process. They will participate through the intermediary of an Economic Orientation Council comprising representatives of the agricultural, commercial, industrial, labour and consumer classes, under the supervision of the government.

The plans proposed by the Economic Orientation Council and by the government's economic planning organizations will be submitted to the National Assembly for discussion and approval.

The government of Québec will establish an Institute of Industrial and Commercial Research. That institute will regularly inform Québec's business men and entrepreneurs of the works destined to improve the quality of the products, increase productivity and promote marketing. It will thus help the private industry to conceive products suited to domestic consumption and export.

The Research Institute will be authorized to entrust of part of its works to specialized University centres.

L'État doit assurer à la famille un niveau de vie conforme aux exigences de la [[w:fr:dignité humaine|dignité humaine]], par des mesures de sécurité sociale, telles que les allocations familiales à taux croissant, les soins médicaux gratuits, le gratuité de l'enseignement et l'aide à l'habitation familiale.

Les principes du [[w:fr:droit pénal|droit pénal]] doivent reposer sur la nécessité de la protection de la société et de la réhabilitation de l'individu et non pas sur le concept périmé de la punition. En conséquence, le système pénitentiaire doit être complètement réformé et remplacé par un système de rééducation sociale. De plus, les peines corporelles, ainsi que les méthodes d'affaiblissement de conscience ou de destruction de la résistance nerveuse de l'individu, doivent être entièrement abolies. Au Québec libre, la [[w:fr:Peine de mort|peine de mort]] sera abolie.

L'État doit assurer aux malades mentaux des traitements conformes aux données de la psychiatrie moderne, en vue de la réintégration à la société. Les hôpitaux psychiatriques participeront à tout plan national d'assurance-santé.

L'État doit assurer aux vieillards un mode de vie compatibles avec les exigences de la dignité humaine et conforme au niveau de vie général de la population.

L'État doit adopter et appliquer vigoureusement une politique d'urbanisme et de logement visant au bien être de la population et tenant compte de l'avenir autant que des besoins immédiats, politique à laquelle devront être subordonnés les intérêts particuliers.

L'État doit établir un programme national de santé et de bien être public qui prévoira notamment des soins médicaux et dentaires gratuits pour tous les citoyens. Le programme national de santé visera à assurer l'éducation physique de la jeunesse, à multiplier les centres récréatifs et à encourager la pratique des sports amateurs.

Afin que tous les salariés puissent protéger leurs intérêts et faire valoir leur droit, l'État du Québec libre devra leur reconnaître le droit de se [[w:fr:syndication|syndiquer]] et faire la [[w:fr:grève|grève]]. Ce principe s'appliquera également aux fonctionnaires et aux cadres. L'État devra voir au maintien et à l'application de ces droits et à l'abolition des syndicats de boutique.

La travailleurs québécois auront le droit de s'affilier à des organismes internationaux, mais les syndicats, au Québec libre, devront être nationaux et non pas assujettis au contrôle d'organismes étrangers.

Toute la législation relative aux questions ouvrières sera mise à jour et coordonnée dans un code du travail.

Les perturbations sociales et économiques causées par l'automatisation seront l'objet de préoccupations spéciales des organismes de planification économique du gouvernement dont les recommandations seront soumises au gouvernement pour fins de législation.

Le RIN préconise l'instauration au Québec libre d'un régime véritablement démocratique, dans lequel le pouvoir politique sera exercé pour le bien de la population et ne sera plus à la merci des puissances de l'argent.

Au Québec libre, la représentation à l'Assemblée nationale devra, dans la mesure du possible, être proportionnelle à la population.

Pour sanctionner des mesures urgentes d'importance nationale sur lesquelles le peuple ne se sera pas prononcé, le gouvernement aura recours au référendum.

Les finances des partis politiques seront assujetties à une certaine réglementation; ainsi, les partis devront présenter compte-rendu annuel de leurs finances à l'État. De plus, les dépenses d'élection seront limités par la loi et partiellement assumées par l'État. Aux fins des règlements qui précèdent, un parti ne pourra être reconnu officiellement que lorsqu'il aura un programme démocratiquement approuvé par ses membres.

La corruption politique qui fausse le jeu de la démocratie constitue un crime contre la nation et doit donc entraîner des sanctions rigoureuses.

Au Québec libre, les fonctionnaires devront être recrutés par voie de concours selon leur compétence; leur carrière devra être soustraite à l'influence des partis politiques.

Afin de libérer les députés des servitudes administratives qui ne sont pas de leur ressort, et de leur permettre de mieux exercer leurs fonctions de législateurs, l'administration publique dans chaque circonscription relèvera d'un administrateur désigné par l'État. Cette mesure aura pour effet de rapprocher l'administration de la population et de la soustraire aux influences purement politiques.

Le Québec libre demandera son admission à l'[[w:fr:Organisation des Nations unies|Organisation des Nations unies]] et travaillera activement, selon ses moyens, au sein de cet organisme et de ses institutions affiliés, à promouvoir la paix et le règne de la justice entre les peuples.

Pour manifester l'amitié qu'il porte aux peuples des deux Amériques au-delà des intérêts économiques et culturels qu'il peut partager avec eux, le Québec libre adhérera à l'[[w:fr:Organisation des États américains|Organisation des États d'Amérique]] afin de collaborer activement à l'amélioration du sort de tous les habitants de notre continent.

L'État du Québec s'opposera aux expériences nucléaires et à l'utilisation d'armes nucléaires qui mettent en danger la santé et la vie humaine parce qu'elles constituent des crimes contre l'humanité.

Le Québec libre rejettera le recours à la guerre comme solution aux différents internationaux.

Le Québec libre préconisera une politique de désarmeront international avec mesures de contrôle; puis, comme premier pas vers une paix durable, il refusera d'entreposer toute arme nucléaire sur son territoire et déclarera caducs tous accords antérieurs ayant permis l'entreposage d'armes ou l'installation de bases de lancements d'engins militaires offensifs ou défensifs, nucléaires ou non.

Le Québec libre s'efforcera de consacrer une par de son revenu national à l'aide aux pays moins favorisés, et il endossera en principe la recommandation de l'Organisation des Nations unies en cette matière, qui est de consacrer au moins deux pour cent de son revenu national brut à cette cause.

Le Québec libre reconnaîtra le droit de toutes les nations à la liberté et à l'indépendance, et il s'opposera à l'impérialisme, au colonialisme et à tous les régimes qui assujettissent un peuple à la domination d'un autre contre sa volonté.

Le Rassemblement pour l'indépendance nationale réclame l'indépendance politique totale du Québec et la proclamation de la [[w:fr:république|république]].
